Responsible Cuts vs. Sequester
KSL
By Chris Stewart
Published February 28, 2013

SALT LAKE CITY — On March 1, the across-the-board spending cuts, referred to as President Obama’s sequester will officially go into effect. Budgets in every government program from national defense to education will be significantly reduced unless the sequester is replaced with common-sense spending cuts.

It’s no secret — Washington has a spending problem. Unfortunately, some of our nation’s leaders don’t understand that we can’t spend more than we take in. Since President Obama took office the federal deficit has been more than $1 trillion a year. For nearly four years, the Democratic controlled Senate has failed to pass a budget, and under President Obama, our nation’s debt is now over $16 trillion.

Sequestration came about as part of the 2011 debt deal, when the President and his team put forth a plan to impose $1.2 trillion in arbitrary, across-the-board spending cuts. Although he was the one that proposed the plan, President Obama admitted during his State of the Union Speech that “Democrats, Republicans, business leaders, and economists have already said that these cuts, known here in Washington as ‘the sequester,’ are a really bad idea”.

We need to cut spending, but there is a better way to do so than through the proposed sequestration. We need to replace it with responsible cuts and substantive reforms. In fact, the House has already acted to do this twice, proposing to eliminate some of the cuts to the Department of Defense and replace them with cuts in wasteful spending and streamlining government programs.

Did you know that the government funds a free cell phone program that will cost an estimated $2.2 billion in 2013 alone? Did you know that the government estimates it made $115 billion in improper payments in 2011? These are just a few of the examples of wasteful spending that could be cut in place of the President’s sequestration.

I am genuinely concerned about sequestration’s impact on national defense. But I am even more concerned about what will happen to national defense if we don’t rein in the President’s spending on entitlements. In the past 50 years, entitlement spending has grown from 30 percent of the total federal budget to more than 60 percent. At the same time, defense spending — and remember, national defense is one of the only Constitutionally mandated functions of the federal government — has decreased from 49 percent to 18 percent of the total national budget. That is astounding. Because those trends are projected to continue, within just a few years our entitlement spending will entirely eliminate our ability to fund defense and any other discretionary spending. Shame on the President for refusing to acknowledge this problem.

It has become clear to me that the president is totally unwilling to address spending and entitlement reform. He continues to insist that the only way he will make any cuts is if Republicans agree to raise taxes. But we’ve already done that. More tax increases are not an option for me and other House Conservatives. So while allowing the sequestration to go forward is a terrible way to make cuts, the President’s complete denial of the problem means it is now the only way to cut any spending.

We need to stop Washington’s excessive spending, which is why just a few weeks ago, I joined a bipartisan group of freshman Members of Congress to outline a statement of bipartisan principles to address spending reforms, including Social Security, Medicare and tax reform. More than two dozen House members of both parties are active participants in this group. Congress needs to work together in groups like this to get our economy moving in the right direction.

$5.9 trillion has been added to the national debt since the President took office. 22.7 million Americans are unemployed or underemployed. This is the result of poor leadership from the White House. We need to grow the economy, expand opportunity and prosperity, and ensure that America maintains its leading role in the world with a strong national defense. To do that, we need to budget and spend responsibly. We need to replace President Obama’s sequester with common-sense spending cuts and reforms. Most importantly, we need the President to demonstrate an understanding of the nation’s need to balance our budget and get us on a path to fiscal sanity.

We must reclaim moral and fiscal discipline

KSL
By Chris Stewart
Published January 31, 2013

WASHINGTON — One of the primary reasons I ran for Congress was my commitment to cut our federal spending. We are standing at a tipping point in our history. We must reclaim the moral and fiscal discipline that created the American dream. What we do now will determine what kind of nation and what kind of future we pass on to our children and grandchildren.

When President Obama was elected, our country was about $10.5 trillion in debt. In just four years, that debt has been raised to more than $16 trillion, an amount that is growing every day. To put this in perspective, our nation is like a family making $12.80 an hour, or about $26,000 a year. Yet this family spends more than $36,000 every year. And they have more than $163,000 in credit card debt. Put this way, it is easy to see that our debt is unsustainable. And it’s only getting worse.

Based on President Obama’s last budget proposal, our national debt will reach $25.9 trillion by the year 2022. This kind of debt will have catastrophic consequences. It will invite a downgrade of our nation’s credit. It will do long-lasting damage to our economy, hurting families and small businesses and destroying jobs. And let’s remember this: a nation that is bankrupt cannot provide for our mutual defense. Nor can it provide a social safety net. No wonder the president’s budget did not receive a single vote in Congress.

One crucial step toward the path to fiscal sanity is passing and sticking to a federal budget. The Senate has not passed a budget for almost four years. In contrast — as required by law and common sense — House Republicans have passed responsible budgets the last two years. These budgets promote economic growth and address our debt crisis to ensure future generations have the same opportunities as we.

Once again, Republicans in the House are committed to passing a budget. This commitment led to the overwhelmingly bipartisan support and passage of the “No Budget, No Pay” Act last week. This bill gives the House and the Senate three months to pass a budget. If they don’t, Members’ pay will be withheld for every day they fail to fulfill this most basic responsibility. The principle is simple: no budget, no pay.

Hardworking families and small businesses in Utah and across the country have budgets and are responsible for sticking to those budgets. Congress should be held to that same standard.

Passing a reasonable budget matters to hard-working taxpayers in every corner of Utah. It matters to seniors who rely on their benefits each month, to middle-class families who can’t afford to see their taxes go up, and to our children whose futures will be limited if Washington doesn’t start living within its means.

Now is the time for Congress to show leadership. Now is the time for the Senate to act. It’s time to pass a budget and work to end the trillion-dollar deficits. We need to put our country back on a path to a strong economic future — a future of growth, not decline. In Washington, we must have the moral courage to make the hard decisions that will save our country.

Two of the nation’s most pro-job organizations have endorsed GOP candidate for Utah’s 2nd Congressional district, Chris Stewart, setting him apart as the candidate with the best prescription in the district for the ailing economy.

In a letter announcing the U.S. Chamber of Commerce’s official endorsement of Stewart, Thomas J. Donohue, President and Chief Executive Officer of the U.S. Chamber, stated, “At no other time in our nation’s history has it been more critical that Members of Congress provide leadership that protects and advances the interests of the business community. We believe that your [Chris Stewart’s] election to the U.S. House of Representatives will help produce sustained economic growth, help create more jobs, and get our country back on track.”

Lisa Goeas, the Vice President of the National Federation of Independent Businesses (NFIB) echoed the U.S. Chamber’s endorsement of Chris Stewart by saying, “Your election is not only critical to the small-business owners in your district, but also to protecting free enterprise across America. On behalf of all NFIB members, our nation’s job creators, we look forward to standing with you as you work to do big things for small business.”

New statistics released Friday by the U.S. Labor Department indicate the unemployment rate dropped to 7.8 in September.

“Even though there is improvement, there is still a lot of work to be done. While numbers are better than they have been, they are still not good. We are seeing more unemployment than at any time–even during Jimmy Carter’s presidency,” candidate for Utah’s 2nd Congressional District, Chris Stewart, said.

With 23 million people underemployed and unemployed, at the rate of 114,000 jobs added a month, it would take 230 months to employ the people of the United States.

“Let’s keep this in perspective. The average unemployment rate under President Clinton: 5.21%. The average unemployment rate under president Bush: 5.27%. The average unemployment rate under president Obama is over 9%,” Stewart said.

But, Stewart says with changes made to create a more business-friendly environment we can get more people back to work.

“Americans deserve better. We can fix this! We’re going to fix this! We’re going to turn this thing around. If we get this right, we can build an economy that will create jobs again! If we get this right, we can build an economy that will allow working men and women to look to their future with the same hope and optimism that their parents did before. We can build an economy that will allow us to recapture the American Dream,” Stewart said.

Stewart is the president and CEO of a small business that is nationally recognized for its consulting expertise in energy and the environment, as well as government anti-terrorism training and corporate security and executive preparedness consulting. Stewart’s approach to the economy would create a more business-friendly environment.

“Small business is the heart of the U.S. economy, creating roughly 65-percent of jobs over the past 20 years. Yet, government regulations make it nearly impossible for small businesses to thrive. As a small business owner, I know what conditions are necessary for small businesses to flourish. That involves getting government out of the way, ” Stewart said.

Stewart plans to control and eliminate hundreds of thousands of pages of regulations that have never received the direct blessing of either voters or Congress but were instead put into place by disconnected Washington bureaucrats.

“Federal regulations are a $1.6 trillion deadweight on our economy–the last thing we need as we struggle to create jobs. We need to review every rule and regulation to ensure that they are not an undue burden on the economy,” Stewart said.

The National Federation of Independent Business and the U.S. Chamber of Commerce are non-partisan and have endorsed Democratic candidates, including 4th district incumbent Jim Matheson.

“My opponent, Jay Seegmiller, has tried to paint himself as the next Jim Matheson. These key endorsements are one of many proofs that he is not,” Stewart said.

Seegmiller’s “3-2-1 Plan” takes a Democratic approach to the economy and cannot guarantee his promise of sustainable job creation.

“Jay and I have vastly different economic philosophies. President Obama would likely support Jay’s plan. It takes the approach of more government involvement to create jobs. The President has tried this over the past few years, and it is clearly the wrong method. More troubling is the fact that Jay wants his business tax cuts to be temporary. Temporary tax cuts equal temporary jobs. Why would we ever be satisfied with temporary jobs? Make the tax cuts permanent so that we create permanent jobs,” Stewart said.

Stewart supports permanent reductions in business taxes. He also supports simplifying the personal tax code by creating a new code consisting of just three rates for federal income tax: 10%, 15% and 25%.

At the top of Stewart’s agenda is slashing the federal deficit.

“Of every dollar spent by the federal government about forty cents are borrowed. This clearly would not be economically sound for a household, and it is not economically sound for our nation. We have witnessed the downgrade of our credit rating, and if we do not control spending, we will witness further economic hardship,” Stewart said.

As part of his plan to reduce the federal deficit, Stewart supports ratifying a Balanced Budget Amendment and enacting real entitlement reform.

“Getting the federal deficit under control is going to take work from both sides of the aisle. Government spending is out of control. Part of the problem lies in entitlements, which already consume 66-percent of our federal spending. I have a plan to reform Social Security and Medicare to save the systems in a cost-efficient manner while protecting those who rely on the programs,” Stewart said.

While Stewart’s plan reduces the federal deficit, Seegmiller has stated he would like to increase spending on health care, welfare and environmental expenditures. In order to pay for increased government spending Seegmiller has indicated he would like to increase government fees as well as raise taxes.

Stewart says he is pleased with the NFIB and the US Chamber of Commerce endorsements and has hope that Americans will support a plan that will lead to sustainable job creation.

“I am committed to making essential changes that will lead to more jobs. There is still hope that the American Dream will remain alive, but we need to act now,” Stewart said.

Republican candidate for Utah’s 2nd Congressional District Chris Stewart was endorsed Friday by the US Chamber of Commerce and the National Federation of Independent Business (NFIB).

Stewart staged his press conference at Utah Metal Works – a small business that repurposes scrap materials. Behind him, a mini excavator fed a pile of insulated wires into a machine that chops them into small pieces, so the valuable copper can be separated. Stewart told KUER that as a small business owner, he understands what businesses like Utah Metal Works need to thrive.

In every campaign season, the electorate is besieged with candidates’ viewpoints on issues and policy. Far too often, campaigns focus on matters that simply do not matter, such as: who paid what in taxes, what did candidate X do for a living 15 years ago, and so on. This year, unlike any other year in my lifetime, the electorate must accept the irrefutable fact that they cannot be distracted by things that simply do not matter to our country’s recovery.

This year the stakes are too high.

In 2012, a decision made by the voter must focus on the candidates’ big ideas and the issues that matter: How do we get America back to work? What is required to avoid a debt crisis that will crush us? How does America defend itself and its interests in an increasingly dangerous world? What must we do to hand our children and grandchildren an America that is free and where liberty is king?

I have tried to run my campaign focusing on these things that matter.

Yes, of course it is necessary on occasion to respond to the attacks of my opponent on unimportant things. But I hope that between now and November 6, we can keep talking about the big ideas and the issues that matter. I hope that I will make you proud to support me by doing so.

BOUNTIFUL, UT- Republican candidate for the 2nd Congressional District, Chris Stewart, addressed the Bountiful Exchange Club last week about the challenges facing our nation and the bright hope for the future.

“We live in very troubled times, don’t we? Crumbling economies around the world. Constant struggles in the Middle East. Some of us are worried about our family finances. Some are living in homes that are worth much less than we now owe. Many of us are worried about our jobs or employment. But, America is a special place. There is hope in the future. We just need to make some critical choices to set us back on the right path,” Stewart said.

Stewart is the president and CEO of a small business that is nationally recognized for its consulting expertise in energy and the environment, as well as government anti-terrorism training and corporate security and executive preparedness consulting. He also served for fourteen years as a pilot in the Air Force, flying both rescue helicopters and the B-1B bomber. During the meeting, he shared with the group some of his experiences abroad and his belief in the idea of American Exceptionalism.

“I think people should be proud of their own nations. I hope they feel a duty to the places they were born. But, there is something different about this country. Something exceptional. Something powerful,” Stewart said.

According to Stewart, that belief is unique to Americans. In a recent survey, three-quarters of U.S. citizens said they are proud to be Americans, while less than a third of the people in France, Italy, Germany, or Japan claimed to feel the same about their country.

However, Stewart holds that some critical changes need to be made in order to keep that belief alive. He plans to address economic concerns by creating a more business-friendly environment.

To reduce the intrusion of these regulations, we should implement a five-year Sunset Rule, during which time we review every rule and regulation. Those that can pass Congressional muster should be kept. Those that don’t pass a vote in Congress should be automatically eliminated at the end of the fifth year,” Stewart said.

Stewart supports permanent reductions in business taxes. He also supports simplifying the personal tax code by creating a new code consisting of just three rates for federal income tax: 10%, 15% and 25%.

“Taxes are simply too complicated. Even the head of the IRS has someone do his taxes for him. My proposal would give Americans the option to choose a system that would literally allow them to file their taxes on the back of a post card. Few things would invigorate our economy like tax simplification would,” Stewart said.

Stewart has never made it his goal to run for Congress, but ironically his experience in small business and in the military make him the ideal candidate. Less than 20-percent of the members of Congress have military experience, and Chris’ Air Force experience would add perspective to critical national security policy.

“I wish I could say that the world is a safe place, but the truth is hostilities are growing in many corners of the world. Insurgents are gaining power in Iraq and Afghanistan. Iran is on the verge of a nuclear weapon. Pakistan is unreliable and sitting on a nuclear arsenal. We must remain militarily strong. However, the military will undergo the same scrutiny as the rest of government. The military can sustain some spending cuts without hurting national security. Cuts could include closing some overseas bases and streamlining operations,” Stewart said.

Stewart says although we are facing a number of challenges, we have been through tough times before: Jamestown, the American Revolution, the crafting of an inspired Constitution that has been a model to the rest of the world, the Civil War, the Great Depression, WWII.

“All of these were great challenges that we were able to rise above, and I am certain that we will rise above this too. We are still as Ronald Reagan said the shining light upon the hill,” Stewart said.

Over the past weeks, as the Republican and Democratic conventions have played out on the national stage, we have watched the two parties engage in political combat. Many have sought to belittle their fellow Americans. Some of the rhetoric was so far over-the-top that it left us with the sad conclusion that Washington is a dishonest and dysfunctional place.

For those of us who are worried about our future, it is disappointing to see politics become more powerful than the principles that have made this nation great.

I believe in the idea of American Exceptionalism. I believe this nation has played an enormously positive role for mankind. We helped to save the world from tyranny in WWII and the Cold War. We created a middle class that has lifted millions of families out of poverty. We opened the door of freedom to hundreds of millions of people around the world. All of these events were only possible because we were economically, morally, and militarily strong enough to stand as “the shining city upon the hill.”

But all of that is in danger now.

It is popular to say that this is the most important election in a generation. But that is literally true. We are standing at the crossroads of our history. And though a wide range of problems stand before us, the heart of this crisis lies in the fact that our out-of-control spending will lead to financial ruin. For the first time in our history, our national debt exceeds our entire GDP. We are 16 trillion dollars in debt and counting. More than 40% of every dollar the federal government spends is borrowed.

To put that in perspective, that is like a man who makes $11/hour having more than $160,000 in credit card debt.

No wonder we have seen significant decreases in personal worth, average incomes, and a dispiriting lack of jobs.

As a small business leader, I understand the laws of economics. They are like the laws of gravity. Neither can be ignored. We have to control our spending to save our nation from an economic catastrophe. We have to cut our debt before the private sector can create enough jobs to save the American dream. We have to cut intrusive government regulation and reform our tax code to foster economic growth. These are things that people care about today.

My 14 years as an Air Force pilot helped me to understand that a nation that is bankrupt cannot secure the freedoms of its people. My experience with my own parents helped me understand that a nation that is bankrupt cannot care for its elderly or the poor. A nation that is bankrupt cannot create enough economic growth to give hope to our children.

It’s time we demand that our leaders turn back to the fiscal and moral responsibility that enabled the American dream. And that isn’t a Republican or Democratic ideal. That is an American ideal. That is who we really are.

But it is not too late. If we have the courage to make the right decisions, our best days are still before us. WE, THE PEOPLE, have the ability to set our nation back on the path of prosperity and confidence.

Over the past decade, I have been studying the critical historical events that have enabled liberty around the world and here at home. I have written about these events in The Seven Miracles that Saved America, and The Miracle of Freedom: Seven Tipping Points that Saved the World. As I have researched these topics, I have become increasingly convinced that America has played, and will continue to play, an important role in the world.

People of almost every nation and culture admire the ‘American Dream’ that anyone can achieve prosperity and success through hard work. That dream has made America the world’s leading economic power, a leadership role that influenced the spread of democracy to every corner of the
world.

Unfortunately, I have also become increasingly convinced that we are at a critical time in our nation’s history. Like never before, America’s economic future is in danger. Spending over the past several years has spiraled out of control, placing us at a tipping point in our history.

The most recent Congressional Budget Office (CBO) report issued a strong warning. The report states that in 2013 there will be another recession unless Congress and the President make the hard decisions to curb our out of control spending. The CBO predicts the economy will experience slow growth and even shrink by 0.5%. Additionally, the unemployment rate is expected to spike to 9.1%, leaving 1.6 million more Americans without a job. That’s on top of the 12.8 million already struggling to find work.

The facts behind this crisis point to reckless spending and political posturing, including Obamacare and two rounds of stimulus packages. The federal deficit has ballooned to an unprecedented level of nearly 16 trillion dollars, saddling American businesses, families, and individuals with debt.

The Democratic-controlled Senate has gone three years without passing a budget. Instead, it has passed stopgap measures to continue out-of-control spending. This method of avoiding the hard decisions while funding the government has caused a budget deficit of more than $1 trillion for four years in a row.

Moreover, much of our spending occurs through entitlement programs such as Medicare, Medicaid, and Social Security, which consume 66% of our federal spending. It is estimated that financing future entitlements will require doubling the marginal tax rates for all income brackets over the next 30 years. Just think about that. Without significant reforms, all taxpayers are expected to pay significantly higher taxes just to continue the programs at current levels.

So, is there any cause for optimism? I believe the answer to this question is undoubtedly YES. We as a nation have been through tough times before. We have been through Jamestown, the American Revolution, the crafting of an inspired Constitution that has been a model to the rest of the world, the Civil War, the Great Depression, WWII, the cold war, and many other challenging times. All of these were great challenges that we were able to rise above, and I am certain that we will rise above this too. We are still as Ronald Reagan said the shining light upon the hill. We can fix this, and I believe that we will.

Herein lies the importance of the upcoming November election. We must elect officials who have the courage to make necessary changes and address explosive government spending and regulations that have taken us away from our Founding Father’s vision of the role of the federal government. The list of wasteful federal spending programs goes on and on: stimulus spending, bailouts for Wall Street, management of local education, AMTRAK, alternative energy development, transportation programs…and that’s just the tip of the iceberg.

We need to examine every line of federal spending to ensure that it falls within the Constitutional limitations envisioned by our founding fathers. Rather than voting on omnibus spending bills, where Congress lumps all federal programs into one massive bill, Congress should be required to pass spending bills on an agency by agency basis, thus effecting an actual review of agency spending.

We need to implement pro-growth and pro-family tax reforms. The current tax code is unjustifiably complex and unfair. It is designed to benefit those who have the money to pay lawyers and accountants and to disadvantage those who are trying to play by the rules. Worst of all, it has the enormously divisive element of not requiring a fair distribution of the burden. Will Rogers once said, “Any government that robs Peter to pay Paul will always have Paul’s vote.” This is the situation we find ourselves in now. To remedy this, we need to implement real tax reform. While many ideas may accomplish this, I support a plan that will:

• Reduce the power of the IRS by allowing taxpayers to complete their taxes on a postcard if they

so choose.

• Create a new code consisting of just three rates: 10%, 15% and 25%

• Allow tax deductions only for home mortgages and charitable giving.

• If they choose, taxpayers can stay with the existing tax structure.

• Protect the working poor through a $2,000 (individual) and $3,500 (married) tax credit.

• Implement a straight 15% corporate tax.

These reforms would allow for average tax revenues of approximately 18.5% of GDP, (our historical average) while greatly reducing the power of the IRS. More, the economy would experience enormous growth as we eliminate distortions and inefficiencies that occur through tax avoidance.

Finally, while it may not be popular, we must also address our entitlement spending by enacting real reform. Anyone who suggests we can fix our fiscal crisis without addressing entitlements is not being truthful. I believe we should preserve the existing Social Security program for those 55 or older. Many seniors (including my own parents before they passed away), rely upon these benefits as an important part of their incomes. We cannot pull this safety net away. However, we can create Personal Savings Plans that would allow workers under 55 to invest one third their Social Security tax into personal retirement accounts. These private accounts would allow future generations to be independent of the government when they reach retirement age. They also have the added benefit of being owned and controlled by the individual and not the government.

We should repeal the unsustainable spending incorporated in Obamacare, and allow individual states the freedom to innovate and experiment with Medicare programs through federal block grants. Additionally, we should allow free market competition to drive cost down by transitioning Medicare
from a defined-benefit entitlement system. This can be accomplished by providing future retirees (those currently under 55) with a federal contribution that they can use to purchase Medicare’s premium-based plan or one of other private health care plans. This payment will be risk adjusted so those with greater medical needs receive a higher payment. Finally, if individuals choose, we should allow retirees to enroll in the current Medicare program. However, providing additional choices would allow superior medical care and lower costs. Through making these reforms, I am convinced that our nation will survive and thrive again. We will reclaim the American Dream. Our nation has great days ahead. It is a great time to be in the fight for freedom.

The campaign office is buzzing with activity as election day draws nearer. We have 11 weeks to spread our message before voters hit the polls.

This is the most important election in generations. The ramifications of policies addressing the economy, entitlement reform, and the exploding federal deficit will extend for decades.

I had the opportunity on several different occasions this past week to visit with the people of southern Utah about issues directly affecting them. A top concern is the lands controversy. More than 67-percent of land within Utah boundaries is federally owned. This has cost the state millions of dollars in energy royalties and created funding challenges for local governments. The state could and should control and administer many of these public lands. Utah is our home, and we know how to care for it better than Washington bureaucrats.

Now is the time to bring true change to our nation. I would recommend you read, if you haven’t already, the article featured on the cover of the most recent Newsweek Magazine, “Hit the Road Barack. Why we need a new president.” It’s important we have the right leadership guide us through this tipping point in our nation’s history, and the Romney-Paul presidential ticket is the only way to go.
